I'm still puzzled by it however I went to Apps > Advance app settings > App execution aliases Scrolled down to notepad and turned it from On to Off For some giggles I tried notepad again from Start -> Run -> Typed in notepad and it worked I'm sure that's not the way it should go, but hey it's Windows anything can happen
