While I hate most 70's and 80's emissions equipment I don't advise removing it if you have to pass a smog inspection That said, What you describe is the AIR system which was meant to pump fresh air into the exhaust to help burn any raw fuel that got past the exhaust valves All it ever did on mine was cause exhaust backfire It's a useless system
